Redevelopment Plans for 5 World Trade Center Face Changes

The plan to construct a residential tower at 5 World Trade Center, initially part of the redevelopment projects, has been reconsidered. Governor Kathy Hochul has confirmed this change but still foresees a ‘vibrant mixed-use project’ for the location.

Since September 11, the World Trade Center site has seen significant development. Recent additions include office buildings, a museum, and a performing arts center. However, one area remains undeveloped, marked only by a ‘you are here’ sign.

The original plan, announced in 2023, aimed to start construction swiftly. Governor Hochul anticipated the build to begin the following year, stressing the urgency of the project. Three years have passed, and the site remains fenced off and vacant.

The decisionmakers involved, including the Port Authority of New York and New Jersey, the Lower Manhattan Development Corporation, and the governor’s office, agree the current plan is not proceeding. This realization marks a setback for the redevelopment efforts.

Kristin Devoe, spokesperson for Governor Hochul, reiterated the commitment to the site. New plans aim to honor the broader vision of the World Trade Center campus, despite the changes in approach.
