New York City officials alerted residents to prepare for potentially severe flash flooding due to an ongoing storm expected to affect the metropolitan area through Monday night. These alerts are particularly crucial for those residing in below-grade and basement apartments. Last year’s storm claimed the lives of two men trapped in flooded basements in Manhattan and Brooklyn.

NYC Emergency Management and Notify NYC sent out alerts urging New Yorkers to anticipate intense rainfall and thunderstorms until Tuesday. Officials warned of high rainfall rates leading to rapid flooding of streets, highways, underpasses, and residential basements. Notify NYC posted, “Possible heavy rain in NYC 7/5 – 7/7 may cause rapid flooding to basements, which can be life-threatening. Prepare now to move to higher ground or a higher floor if needed. If you must travel, be cautious and avoid flooded roadways. Stay out of flooded basements.”

Preparation Urged by Borough President

Queens Borough President Donovan Richards emphasized the importance of being ready for incoming heavy rainfall over the next few days. He advised residents in basement apartments or on flood-prone streets to have a plan in place.

Flash Flood Watch Issued

The National Weather Service issued a flood watch for multiple areas, including New York City, Long Island, northeastern New Jersey, and southern Connecticut, through late Monday night. Forecasters anticipate several rounds of heavy showers, which could result in widespread rainfall amounts between 2 to 4 inches, with the possibility of even higher totals locally.

Meteorologists warned that hourly rainfall rates might reach 2 inches during peak storms, potentially overwhelming drainage systems. The New York office noted a stalled frontal boundary coupled with abundant atmospheric moisture as the driving force behind the extended threat, with severe flash flooding risks concentrated in the New York City metro area and western Long Island.

The storm echoes last October’s tragic events involving New York’s basement housing. On October 30, 2025, an unexpected storm overwhelmed city infrastructure, causing two fatalities. A Brooklyn man perished attempting to rescue his dog from a flooded basement, while another man died in a Manhattan basement boiler room.

The incident heightened scrutiny of hazards related to unprotected basement apartments. It recalled Hurricane Ida’s devastation in 2021, when 11 individuals perished in flooded basement units. Authorities noted how quickly flash floods become lethal, irrespective of existing stormwater infrastructure strength.

Safety Measures for Flood Conditions

Emergency officials urge residents to monitor weather updates closely and act before conditions worsen. Individuals in basement apartments should be ready to evacuate to a higher floor if flooding begins. Essential flood safety protocols include:

• Avoid walking, swimming, or driving through flooded areas, as standing water may hide structural damage or displace vehicles.
• If safe, clear leaves and debris from street catch basins nearby.
• Report severely clogged storm drains to the city’s 311 service directly.
