Federal Crackdown on Voter Fraud Prior to Midterms: An Inside Look

In anticipation of the upcoming midterm elections, federal authorities are stepping up efforts to address voter fraud. Recently, Evelyn Miller, a noncitizen from the Philippines residing in Pennsylvania, admitted guilt in illegally voting during the 2024 election. Despite having registered just weeks before Election Day, Miller made a court appearance on September 16, where she pleaded guilty to her actions. The U.S. Attorney’s Office for the Eastern District of Pennsylvania clarified that Miller, although holding lawful permanent resident status, is not a U.S. citizen—an essential prerequisite for voting in federal elections.

Homeland Security Investigations (HSI) began scrutinizing Miller’s case after receiving leads indicating possible illegal voter registration or ballot casting in Lehigh County. Homeland Security reported that Miller registered online on October 9, 2024, and voted in person on November 5 that same year. Interviews conducted by HSI and FBI agents in July 2025 at Miller’s residence revealed her acknowledgment of voting after registration.

This instance is part of a broader investigation into election integrity spearheaded by federal departments. Markwayne Mullin, the DHS Secretary, commented on the situation, stressing the importance of ensuring American elections remain exclusive to U.S. citizens.

Miller attained her lawful permanent resident status on July 19, 2024, within the Biden administration’s tenure. The DHS, alongside the Department of Justice, is committed to ensuring justice by taking measures against actions undermining electoral processes.

In conjunction with this case, the Department of Justice announced charges against 16 individuals across various states for illegal voting and other election-related offenses associated with the 2024 election. Miller is slated for sentencing on December 16, potentially facing up to one year in imprisonment, a year of supervised release, and a fine that may reach $100,000.
