Secretary of State Marco Rubio emphasized that no nation could impose charges on ships passing through the Strait of Hormuz. This statement marks a critical stance in negotiations with Iran, as decisions concerning this major trade route influence global commerce.

Mr. Rubio made these remarks in Abu Dhabi, United Arab Emirates, the first stop in a series of meetings across Gulf Arab capitals. Leaders are trying to understand the positions of both Washington and Tehran after initial peace talks in Switzerland.

“No country is allowed to charge tolls or fees on an international waterway,” Mr. Rubio stated. “That’s established international law. It applies to all international waterways, including the Strait of Hormuz.”

A recently signed memorandum between the United States and Iran recognizes Iran’s control over the strait. It includes an agreement with Oman to manage it. The memorandum states that no fees would be charged for 60 days but leaves future conditions open.

Iran has expressed its intention to charge ships for crossing the strait, framing these as fees for unspecified services. Shipping experts argue this is a simple semantic trick to introduce tolls.

President Trump declared on social media that tolls in the strait would only be acceptable if imposed by the United States. Mr. Rubio did not address President Trump’s statement directly.
