Mental health can influence how an individual reacts to a Taser. Keller noted that Cisneros had a documented history of mental health issues, which might have contributed to the ineffective Taser use.

Dr. Marc Siegel, a senior medical analyst, pointed out that muscles conduct electricity better than fat, impacting Taser effectiveness. He explained that muscle composition is crucial as Tasers deliver high voltage, and in obese individuals, it’s challenging to find an area that effectively conducts electricity.
