North Korean leader Kim Jong Un has announced plans to significantly expand the country’s naval forces. He proposed building two large warships annually for the next five years.
At a ceremony marking the commissioning of a new destroyer, Kim outlined the plan to construct warships equal in size to the 5,000-ton Choe Hyon-class vessel. This event took place at the port of Nampho.
In April, Kim witnessed missile tests from the new destroyer, including two cruise and three anti-ship missiles. According to the Korean Central News Agency (KCNA), the destroyer has completed military operational tests successfully over the past 14 months.

The development of the Choe Hyon destroyer is seen by Kim as bolstering North Korea’s military capabilities, enhancing operational reach and preemptive strike potential. He stated that the navy’s nuclear capabilities contribute to national deterrence.
The naval buildup aims to strengthen one of North Korea’s perceived weaker military branches, as recognized by analysts.

Kim plans to deploy another 5,000-ton destroyer, the Kang Kon, along with new strategic warships. The Kang Kon, damaged during its initial launch in Chongjin, has been repaired and relaunched.
By expanding naval capabilities, Kim envisions a transformative enhancement of North Korea’s navy.

Modernizing naval bases has become an urgent priority, according to Kim. State media indicated plans for constructing new bases. Kim spoke on upcoming changes to the navy’s status and operations during a recent Workers’ Party Central Committee meeting.
Details of these operational changes remain unspecified.
