State Department spokesperson Tommy Pigott explained that the visa freeze targets individuals who are likely to become a “public charge,” meaning those who rely on public benefits for essential needs. This move faced judicial challenges, and a federal court struck down the freeze in August.
In addition to visa restrictions, the administration temporarily halted the processing of immigrant visa appointments worldwide in August to facilitate consular officer training. This pause is anticipated to end by early to mid-September.
