A company based in California specializing in space technology intends to test a satellite equipped with a large reflective mirror. This plan has raised alarms among experts who fear this technology might exacerbate light pollution, harm ecosystems, and interfere with scientific research. Reflect Orbital recently won approval from the U.S. Federal Communications Commission (FCC) for the launch and testing of the Eärendil-1 demonstration satellite. This satellite will carry a massive space mirror meant to redirect sunlight back to Earth from low Earth orbit.
The FCC characterized the concept as a potentially major advancement in its order granting the test satellite license. Despite concerns, the FCC believes that the potential benefits of testing the technology outweigh the risks. They permitted testing for a limited duration to evaluate any long-term advantages from wider technology usage.
A spokesperson from Reflect Orbital communicated to Newsweek their hope that the first test mission, Eärendil-1, would launch later this year. They aim to have 36 satellites in orbit by 2027. The demonstration will test whether sunlight can be reflected onto specific Earth locations. This light would cover an area approximately three miles wide, with the satellite adjusting its mirror every four minutes as it orbits the planet.
Objectives and Applications
This technology aims to provide light to streets and neighborhoods lacking electricity. It could also add sunlight to solar farms after dark, increasing energy production. It might have applications in agriculture, disaster response, and other industrial sectors.

An Existential Threat
Not everyone supports the project. Stacy McGaugh, an astronomy professor and department chair at Case Western Reserve University in Ohio, voiced strong opposition. He warned the system poses severe risks to observational astronomy, given existing challenges with light pollution. He compared the potential threat to viewing the sun directly through a telescope.
Environmental concerns were also mentioned, as excessively bright skies could disrupt both human and wildlife habitats. Nocturnal species might endure significant disruptions, with firefly populations already diminishing.
McGaugh criticized the lack of universal consent for illuminating areas, stressing the need for more cautious considerations.
Company’s Response to Criticism
Reflect Orbital maintains that feedback from surveys and discussions with scientists, astronomers, and environmentalists informed the design and operation of the satellite program. A spokesperson stated the test mission intends to gather data to assess necessary safeguards for precise service delivery decisions.
The company stresses that most areas will not experience this light, as the service is finely targeted and requires permits. They predict the demonstration satellite’s brightness will resemble that of a full moon. Reflect Orbital is collaborating with federal partners and holding independent third-party environmental research. However, they assured their intention not to illuminate at-risk migration paths or sensitive habitats.

Gregory Radisic, a legal expert in space, cyberspace, and data law, sees potential in the technology but insists on strict control. Radisic underscores specific, controlled uses in emergencies like natural disasters. Here, artificial sunlight could aid first responders and rescue operations.
However, he cautioned against the unrestrained large-scale deployment that could disrupt communities, astronomical research, and wildlife reliant on natural light cycles. Radisic stressed the need for comprehensive research on its broader impacts and brought attention to a regulatory gap in international law concerning Earth-illuminating satellites.
