North Carolina Candidate Fined for Prediction Market Trading

Laurie Buckhout, a North Carolina Republican aiming to take a Democratic-controlled congressional seat, faces a fine and suspension from Kalshi. This action follows her purchase of contracts linked to her own election race.

Prediction markets have witnessed substantial growth in recent years. These platforms, such as Kalshi and Polymarket, let individuals buy contracts related to events, including elections. Participants can purchase contracts based on their predictions of election outcomes. However, the rise of these markets has sparked concerns about ethics in politics, given historical issues with insider trading among politicians.

Kalshi issued a disciplinary settlement notice stating Buckhout, an Army veteran and candidate for North Carolina’s 1st District, breached Rule 5.17(z). This rule blocks anyone with decision-making power or influence over an event’s outcome from trading on that event.

She bought under $1,000 in contracts connected to her candidacy. As part of the settlement, she must pay a $2,589.96 fine and faces a three-year suspension from Kalshi.

The Compliance Department noted Buckhout’s candidacy for office added her as a market option on a North Carolina Congressional election contract. As a candidate, she had a decisive role for the contract, influencing the event’s outcome.

Kalshi reported that Buckhout cooperated during the inquiry. She has consented to the conclusions, accepted a financial penalty, and agreed to a trading restriction on the exchange.

In a Newsweek statement, Buckhout said, “I bet on myself. I made a mistake, and when informed of an issue, I acted to rectify it. My career as a Kalshi trader ended swiftly.”

Madison Andrus, a Democratic Congressional Campaign Committee spokesperson, critiqued Buckhout, stating, “Laurie Buckhout seems eager to start insider trading. If she can’t follow basic market rules, she can’t be trusted as an ethical representative for North Carolina families.”

Looming House Battle

Buckhout competes in a northeast North Carolina district now held by Democratic Representative Don Davis. Before the midterms, the district was redrawn to favor Republicans.

Under the new boundaries, it backed President Donald Trump by nearly 12 points. If Davis retains his seat, the district would rank among the most conservative held by a Democrat after the midterms.

Despite the conservative tendency, Democrats view the race as competitive. They consider Davis, a moderate candidate, capable of attracting centrist Republicans. He defeated Buckhout in the current district, even as it favored Trump in 2024.

The national climate is expected to favor Democrats more, given Trump’s declining popularity due to issues like the economy, inflation, and the Iran conflict.

Independent polling is scarce. However, internal polls suggest a close contest. GQR’s internal poll showed Davis ahead of Buckhout by 4 points, leading 45% to 41%. It polled 500 probable voters from June 22 to 28, 2026, first reported by Semafor.

A co/efficient poll sponsored by the National Republican Congressional Committee (NRCC) indicated a tie between Buckhout and Davis, each with 41% support. Republicans were favored by 4 points on a generic ballot, 46% to 42%, per the poll. It surveyed 842 likely voters from April 25 to 29, 2026, with a margin error of plus/minus 3.37 percentage points.

Forecasters predict a competitive race. The Cook Political Report rates it as Leans Republican, but Sabato’s Crystal Ball considers it a toss-up post-redistricting.

Past Cases of Politician Trading

Other candidates have faced Kalshi suspension for insider trading. Earlier this year, Democrat Matt Klein, who lost a Minnesota 2nd District primary; Mark Moran, a Virginia Senate independent candidate; and Ezekiel Enriquez, who lost a Texas GOP primary, were all suspended.

Additionally, former Representative George Santos, a New York Republican, received a permanent ban and a $71,356 fine after a Commodity Futures Trading Commission (CFTC) case tied to trades on his State of the Union attendance.

Santos addressed the ban in an X post, stating, “Hey @Kalshi thanks for the lifetime ban from your gambling platform. Let’s see how much longer you guys are around for.”
