The White House Office of Management and Budget (OMB) opted to include 284 of these grants in the cancellation list. The filing emphasized that the inclusion of grants in the cancellation list was exclusively based on the political affiliation of the recipient states. There were no programmatic, statutory, cost-reduction, or performance-based reasons for the cancellations. The remaining 340 grants have not been canceled.
