Congress Remains Stalled on AI Regulation Despite Growing Concerns

Dire warnings about AI shock Congress, but action is unlikely before the election

In September 2023, tech leaders like Elon Musk, Mark Zuckerberg, and Sam Altman gathered with senators at the Capitol. They discussed the potential threat of artificial intelligence to civilization. Despite this, Congress has yet to pass any comprehensive legislation to regulate or protect against the rapid growth of AI technology. Numerous committee hearings and the creation of commissions and task forces have not led to a consensus in either legislative house.

Recent warnings have highlighted this inaction. Three AI researchers, including Jacob Coxon from Anthropic, announced their resignation over concerns that AI could potentially lead to human extinction. Coxon stated on X that those developing AI believe it could be dangerous by the decade’s end.

Calls for Congressional Action on AI

Senate Minority Leader Chuck Schumer urged for a Senate briefing with top officials to address AI development risks and Chinese advancements in AI. Schumer emphasized the need for accountability and highlighted areas like testing frontier AI models, controlling U.S. tech exports to China, and safeguarding against AI-enabled cyberattacks.

Recent debates featured Jacob Coxon, who warned that existing proposals, such as AI ‘kill switches,’ might be outdated by the time they are implemented. House Speaker Mike Johnson expressed support for guardrails but cautioned against actions harmful to national security. Trump highlighted that the U.S. leads AI development and should maintain its advantage.

Discussion on AI Self-Regulation

Jacob Coxon suggested Congress allow AI labs to regulate themselves while establishing a comprehensive framework for future regulation. He expressed confidence in the sincerity of AI leaders aiming to slow development. Coxon noted that legislative efforts might lag behind the technology’s advancement.
