Austin Police Release Footage of Arrest Following ICE Shooting

The Austin Police Department has unveiled body camera footage from the arrest of Wilber Rafael Garces Perez, a Venezuelan immigrant. He was shot by U.S. Immigration and Customs Enforcement (ICE) officers over the weekend.

Three brief videos capture the local police’s reaction to the incident which occurred last Sunday. In one video, three gunshots are audible as ICE officers attempt to apprehend Garces Perez.

A social media reaction exploded shortly after the shooting, with widespread local and online outrage. Critics described the event as ‘disqualifying.’

Garces Perez was injured while ICE officers tried to detain him in Austin, Texas. The bodycam footage shows him in his vehicle post-shooting, before he was arrested.

Body camera footage from the Austin police reveals officers aiding Garces Perez out of his car. This counters claims that ICE agents forcibly removed him. One officer directs colleagues to find scissors to cut Garces Perez’s shirt for wound examination.

An officer inquires in Spanish, “¿Tiene armas?”—asking if Garces Perez possesses firearms. He responds with “No.” A police officer comments, “He’s got… looks like one gunshot wound so far.”

Garces Perez was reportedly delivering a DoorDash order when he made a U-turn under a highway before ICE agents pursued him further. His attorney, Kate Lincoln-Goldfinch, alleges that an unmarked truck sideswiped his vehicle before the shooting.

Authorities confirmed a final removal order for Garces Perez. Lincoln-Goldfinch stated the order stemmed from a hearing notice sent to an outdated address, despite his updated information being on record.

ICE addressed shooting rumors and Garces Perez’s legal status, noting his work permit expires in 2025. However, they clarified that possessing a work permit does not equal legal status in the U.S.

Garces Perez reportedly left the hospital and arrived at an ICE detention facility hours later. ICE affirmed that he was targeted, disputing claims of indiscriminate actions.

The agency stated, “This illegal alien was the subject of a targeted vehicle stop. Resisting officers and evading arrest is dangerous for our officers, illegal aliens, and the public. Encouragement of these behaviors by sanctuary politicians endangers everyone.”
