FIFA Enforces New Rules for World Cup to Limit Time-Wasting

FIFA plans to ensure matches at the upcoming World Cup proceed efficiently by enforcing new rules aimed at reducing time-wasting. The governing body has emphasized rule changes that will keep the game moving, with the tournament kicking off in less than two weeks.

Referees will be firm in giving red cards to players who cover their mouths in confrontational situations with opponents. Pierluigi Collina, FIFA’s chief refereeing officer, stated, “We aim to minimize disruption to the match’s tempo as much as possible.”

Additional points of focus for officials include:

  • Players leaving the field out of anger from an official’s decision may be given a red card.
  • Referees will use a five-second visual countdown for goal kicks and throw-ins. Failing to execute these actions within this timeframe may result in the opposing team being awarded a corner kick or throw-in, respectively.
  • Players being substituted must exit the field within 10 seconds, except in cases of injury or security concerns.
  • Video Assistant Referee (VAR) protocol has been clarified. VAR can review mistakenly awarded red cards, cards given due to incorrect second yellow cards, and cards issued for mistaken identity. VAR will also verify incorrect corner kick allocations.

If players cover their mouths with their hands, arms, or shirts during non-friendly exchanges, they will face red card sanctions. Non-confrontational talks with covered mouths remain permissible.

Clarification on VAR protocol has been made for clear offenses by the attacking team at corner kicks or free kicks, influencing goals, penalty kicks, or subsequent disciplinary actions. If offenses occur before the ball is in play, referees will take appropriate measures.

While these changes aim at maintaining match speed, they do not intend to shorten games. Each half will incorporate a three-minute water break.
