The report aims to address concerns around the rental housing sector, acknowledging the presence of “High-Road” landlords who operate fairly and deserve the city’s support. This acknowledgment appears to be a response to criticisms suggesting the administration’s policies are unfriendly to landlords. A notable example is the recent freeze on rent increases for rent-stabilized tenants implemented by the Rent Guidelines Board.
Despite recognizing some landlords’ positive roles, the report proposes additional measures that could negatively affect the private rental housing industry. These recommendations might discourage investment and growth within the sector, potentially impacting the overall housing market in New York City.
