Two men from Tampa, Florida, have been indicted following a robbery where one disguised himself as a utility worker to gain access to a local family’s home. The U.S. Department of Justice announced the charges on Tuesday.

Jay El Wilburn, aged 47, and Alvaughn Parker, aged 27, are accused of several federal offenses. These charges include conspiracy to commit a Hobbs Act robbery, robbery, utilizing a firearm during a crime of violence, and being a felon in possession of a firearm.

The indictment reveals that on January 20, deputies from the Hillsborough County Sheriff’s Office arrived at a Tampa apartment where an armed robbery had just transpired. During the incident, Wilburn allegedly posed as a utility worker, complete with a hard hat and reflective vest, to enter the apartment. Inside were a man, a woman, and a 13-year-old boy.

Upon entry, Wilburn reportedly brandished a Taurus PT58S .380-caliber pistol. He then grabbed the woman and pressed the gun against her stomach, compelling her to zip-tie the hands of the man and the teenager. With the victims restrained, Parker entered, wearing a face mask, sunglasses, and black clothing.

The robbers took approximately $15,000 in cash, controlled substances, three firearms, marijuana, and jewelry from the victims. They left the scene with these items.

Authorities tied the suspects to the crime using surveillance footage, license plate data, and further investigative techniques. On February 2, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) agents executed a federal search warrant at Wilburn’s home, recovering the loaded firearm used in the robbery.

Wilburn, with past convictions including carjacking and firearm use during a violent crime, is legally barred from possessing firearms. He has also served a previous federal prison sentence related to firearm offenses.
