During President Trump’s second term, Russian elites were optimistic. They believed the new administration might reset U.S.-Russia relations. Hopes included sidelining issues like Ukraine and focusing on business deals. However, progress has been minimal. A friendly hockey match between Russian and American players in Moscow is one of the few agreements. This event was announced at Putin’s St. Petersburg economic conference.

Since the Ukraine conflict in 2022, Russia’s economic forum has aimed to demonstrate resilience against Western sanctions. Russia has increased reliance on domestic resources and strengthened ties with countries in the Middle East and Asia. Despite this, Russia continues to engage with certain Americans. U.S. sanctions remain, and Moscow has yet to persuade the Trump administration to fully restore business ties.

This situation highlights a divide within Russia. On one end, there’s a hawkish security faction hostile to the West. On the other, technocratic elites support improving U.S.-Russia relations.

This year’s economic forum featured a session on Russian-American cultural links. Rodney Mims Cook Jr., the first U.S. official to attend since 2018, headlined the event. Cook is the chairman of the Commission of Fine Arts, advising the White House on various projects, such as the ballroom expansion and a proposed triumphal arch in Washington.
