Higgs was detained in Decatur, Georgia by Homeland Security Investigations (HSI), a division within the Department of Homeland Security (DHS). Since his admission to the U.S. in 1976, Higgs accumulated numerous charges, including armed robbery, domestic violence, and assault on a police officer.
