Alderperson Faces Felony Charge

Sylvia Sims Bolton, a city alderperson representing Waukegan’s 1st Ward in Illinois, appeared in Lake County Court to address a serious accusation. She faces a felony charge for allegedly submitting a vote-by-mail ballot for her deceased mother. Additionally, she is charged with a misdemeanor for disregarding election code.

Investigation Details

Lake County launched an investigation in March after discovering a suspicious mail-in ballot linked to a deceased voter during a standard post-election review. Bolton’s mother, Mary Sims, passed away on January 12. Yet, a ballot issued on February 5 was returned completed by February 26, signed fraudulently by Bolton under her mother’s name.

“Bolton then submitted the ballot to an official Clerk’s Office ballot drop box,” stated Lake County Clerk Anthony Vega.

Vega commended the system’s safeguards and verification procedures, which detected the irregularity. He emphasized the importance of maintaining election integrity.

Legal Proceedings and Potential Consequences

Charged on May 19, Bolton faces severe legal repercussions. Conviction could lead to probation or a three-year prison sentence for the felony, and a one-year jail term for the misdemeanor. She was released on recognizance and is scheduled for a court appearance on July 2. Attempts to contact her were unsuccessful.

Community and Official Responses

David Motley, Waukegan’s public relations director, refrained from commenting on the active case. Meanwhile, Lake County State’s Attorney Eric Rinehart stressed the efficacy of the county’s election monitoring systems.

“We must say loudly to people that if you improperly vote for others, you will be caught, investigated, and prosecuted,” Rinehart stated.

The case underscores the diligence of local election offices. Research by the Brennan Center for Justice highlights the rarity of voter fraud, often attributing alleged cases to errors rather than deliberate intent.
