Fatal Truck Crash in Lodi, California

Tragic Accident in Pennsylvania
An illegal immigrant truck driver is charged with causing the death of Michael E. Pahira Jr., a Pennsylvania State Police trooper. This incident highlights concerns about noncitizen commercial truck drivers in fatal crashes. The Trump administration has tightened commercial driver’s license regulations as a response.
Pahira, 44, was performing a commercial vehicle inspection on Interstate 81 in Schuylkill County when another semi-truck veered off the road. It struck his patrol vehicle and the truck being inspected before hitting Pahira, as per Pennsylvania State Police reports. Both trucks ignited after the accident. Pahira died at a local hospital later.
Charges Against Michael Bon
The driver, Michael Bon, a 33-year-old Haitian national residing in Brockton, Massachusetts, is charged with homicide by vehicle, involuntary manslaughter, reckless driving, and additional charges. He is held on $700,000 bail in Schuylkill County Prison. His court hearing is set for July 15. DHS has lodged an immigration detainer against him.
Bon entered the U.S. through Fort Lauderdale-Hollywood International Airport in July 2024, under the Biden administration’s humanitarian parole program. His Temporary Protected Status application was denied, and DHS terminated his parole in June 2025, ordering his departure. Despite this, he remained in the U.S.
Bon obtained a non-domiciled commercial driver’s license in Massachusetts while authorized to work federally. The license was renewed in February 2026 before the Trump administration’s directive to stop issuing or renewing such licenses for drivers not meeting federal eligibility.
Response from Authorities
Transportation Secretary Sean Duffy prioritizes tightening commercial driver licensing rules after fatal crashes involving non-domiciled CDL holders. Duffy initiated a nationwide audit of states issuing non-domiciled commercial driver’s licenses.
The Department of Transportation has threatened to withhold federal funding from states issuing licenses to ineligible drivers. It withheld over $73 million from New York for failing to revoke licenses for non-eligible drivers. Duffy emphasizes holding states accountable for ensuring qualified drivers on commercial trucks.
Gov. Josh Shapiro calls Pahira, who became a trooper in 2007, “the very best of us.” Shapiro highlights Pahira’s commitment to family, having recently moved home to aid his mother battling cancer.
“Secretary Duffy is laser-focused on restoring integrity to America’s trucking industry,” a Transportation Department spokesperson noted.
