Former Labor Leader John Dougherty Receives Early Release from Prison

Former Philadelphia labor leader John “Johnny Doc” Dougherty has been granted an early release from prison. This decision came following a commutation signed by President Trump, which shortens his six-year sentence. Dougherty’s attorney, George Bochetto, confirmed the news to CBS News Philadelphia.

Dougherty had been convicted in 2023 for bribing a city councilmember and embezzling approximately $600,000 from Local 98 of the International Brotherhood of Electrical Workers (IBEW). He faced additional bribery and fraud charges in a separate case in November 2021. Dougherty received a six-year sentence in July 2024 and had four years remaining at the time of the commutation.

According to the Office of the Pardon Attorney’s website, a commutation approval was not yet listed. Initially, President Trump denied a commutation request for Dougherty in July.

Bochetto explained the reason behind the commutation, stating, “President Trump has signed a commutation so that Johnny Doc can be released from prison to take care of his gravely ill wife, Cecilia Dougherty.” He mentioned Cecilia is in urgent need of care and without funds for private nursing. Dougherty’s return is crucial for her support.

Plans are in motion for Dougherty’s release from a federal penitentiary in Lewisburg by Friday morning. Bochetto shared that a crew will facilitate Dougherty’s reunion with his wife.

Dougherty led IBEW Local 98 for nearly three decades and was a noted Democratic influence in Pennsylvania politics. Despite political differences, Bochetto expressed gratitude toward President Trump, acknowledging his decision as placing compassion over politics.

Prosecutors opposed the commutation, arguing Dougherty should serve more time. CBS News Philadelphia has requested confirmation from the White House and awaits a response.
