Retirement of Eleanor Holmes Norton Sparks Race for D.C. Seat

On September 17, 2025, during a House Oversight and Government Reform Committee oversight hearing, Eleanor Holmes Norton, delegate from the District of Columbia, was seen on Capitol Hill. Holmes Norton’s retirement from the House has initiated a competitive race for her non-voting seat.

Among Democrats, Robert White, who serves as an at-large councilmember and has previously campaigned for mayor, and Brooke Pinto, a city councilmember, are leading the Democratic primary contenders. Eighty-eight-year-old Holmes Norton has represented D.C. since 1991, but faced increasing calls to step down.

On the Republican side, Denise Rosado, an attorney, is expected to be the GOP nominee. A significant aspect of this primary election is Washington, D.C.’s introduction of a ranked choice voting system, used for the first time. Polls will close at 8 p.m. EDT.
