Body Camera Footage Reveals Maryland Carjacking Incident

Recently released body camera footage highlights a tense encounter between Maryland police officers and an alleged carjacking suspect. The footage captures the suspect driving toward officers, striking one of them and several vehicles, which led the officers to open fire as she tried to escape.

Anne Arundel County police responded to a hit-and-run report on May 7 at approximately 9 p.m. The incident occurred near North Crain Highway and 11th Avenue in Glen Burnie. On arrival, officers discovered that a woman had collided with another car. She then forcibly took a vehicle from a family member who had come to assist her.

The suspect, identified as 28-year-old Jasmin L. Cooper, was later found inside the stolen vehicle on the 8500 block of Severn. The video footage shows officers pointing their firearms at Cooper, commanding her to “turn the car off” and “get out of the car.” Although she raised her hands from the steering wheel, she did not exit the vehicle.

One officer in the footage inquires, “So what, she stole her son’s car?” Moments later, Cooper sped out of a parking spot, narrowly avoiding officers.

According to police, Cooper drove toward the officers, striking one officer, two patrol vehicles, and another car. This action prompted the officers to fire their weapons, hitting her. Additional officers witnessed Cooper turn onto Reece Road, where she crashed into another vehicle at the intersection of Reece Road and Telegraph Road. She then attempted to break into another occupied car before being apprehended.

The footage concludes with Cooper on the ground in handcuffs. Officers are seen providing first aid by bandaging her wound after she was shot in the parking lot. Jasmin L. Cooper, age 28, faces charges that include carjacking, attempted carjacking, multiple counts of reckless endangerment, and first- and second-degree assault.

Both Cooper and the officer she struck received medical treatment for non-life-threatening injuries.
