Millions of Amazon Prime users are receiving unexpected notifications from PayPal regarding refunds linked to the Federal Trade Commission’s (FTC) Prime Subscription Settlement. This settlement arises from allegations that Amazon used misleading subscription practices, complicating the cancellation process. As part of the settlement, Amazon—not the FTC—is responsible for issuing refunds directly to affected customers.

Details of the Settlement

This marks the first major payout from the FTC’s $2.5 billion action against Amazon. The settlement aims to address claims from consumers who were unintentionally enrolled in Prime or struggled to cancel their subscription between 2019 and 2025. Additional notifications and payments may continue through to 2026.

“Under the settlement with the FTC, Amazon is responsible for administering redress to consumers directly. The FTC is not issuing any refunds related to this particular settlement.”

Amazon’s settlement administrator is distributing payments via PayPal, Venmo, or mailed checks, depending on the consumer’s chosen method. Payments will only be processed once the recipient accepts them through PayPal or Venmo.

FTC Warns About Scams

The FTC warns consumers about potential scammers impersonating the agency. They urged individuals to report any such incidents at ReportFraud.ftc.gov. Legitimate emails from PayPal about the refunds are valid, but users should verify payments directly on PayPal’s website or through ftc.gov/refunds.

Amazon’s Refund Process

Amazon initiated automatic refunds for eligible customers in November and December 2025, offering payments up to $51 via PayPal or Venmo. If a recipient did not accept the digital payment within 15 days, Amazon mailed a check instead. This refund structure consists of two stages, causing some customers to receive notifications much later in 2026.

Settlement Timelines

  • Automatic Payment Group: No claim required. Customers enrolled from June 2019 to June 2025, who used minimal Prime benefits, received automatic refunds late 2025.
  • Claims-Process Group: Claim required. Customers using more than minimal Prime benefits submitted claims until July 21, 2026, after notifications began in January 2026.

Steps for Recipients

  • If you receive a PayPal or Venmo email about a refund, log in directly to your account to confirm the payment.
  • Accept the payment promptly to ensure you receive the funds.
  • If not accepted, expect a mailed check from Amazon.
  • Contact the settlement administrator at [email protected] for any questions or assistance.

Policy-wise, the FTC clarifies that no official representative will demand money for assistance with the settlement.

Eligible customers can opt for payment by check, PayPal, or Venmo, aligning with their preferences and Amazon’s contact method.
