College Student Arrested after Canoe Tragedy

The sole survivor from a canoe trip that ended in tragedy has been charged. Michael Collins, a 20-year-old from Mineola, New York, faces charges in connection with the incident involving the death of Dominick Tocci, a college student from Woodstock, Connecticut.

The Incident

On the night of March 21, Collins and Tocci embarked on a canoe trip at Lake Hayward in East Haddam. Investigators revealed the two had been consuming alcohol prior to their canoe outing. The vessel capsized, plunging both men into the water.

A nearby resident heard cries for help, which prompted Samaritans to rescue Collins. Tocci tragically disappeared underwater, leading to an extensive search.

Search and Charges

A massive recovery effort ensued, involving the Connecticut Department of Energy and Environmental Protection (DEEP), drone and dive teams, and local responders. On March 23, searchers found Tocci’s body.

Months later, an arrest warrant alleged Collins operated the canoe under the influence. On July 10, he surrendered to EnCon Police and was charged with operating a boat under the influence. Released on a promise to appear, Collins is set to face court on July 23. No further charges have been announced regarding Tocci’s death.

Community Impact

Tocci’s death deeply affected his hometown of Woodstock. Friends and coaches remembered him as a talented and vibrant individual. His stepmother expressed the family’s heartbreak over social media, asking for prayers during their difficult time.

“We are so heartbroken at the loss of my stepson, Dominick,” she wrote.

Woodstock Little League, where Tocci had played, described him as a spirited and positive figure, emphasizing his memorable personality.

Legal Developments and Safety Efforts

The arrest coincided with DEEP’s Operation Dry Water initiative, aimed at preventing boating under the influence. Alcohol remains a significant factor in boating fatalities, as noted by DEEP Commissioner Katie Dykes. Connecticut law now links boating under the influence to driver’s license suspensions, emphasizing the importance of sober boating.
